QPP (Quebec Pension Plan) and CPP (Canada Pension Plan) are parallel pension programs. Quebec employees contribute to QPP instead of CPP. The 2026 QPP rate is 6.30% (vs 5.95% CPP), reflecting Quebec's slightly different funding structure. Both programs have the same $3,500 basic exemption and $74,600 YMPE. Employers match the employee rate dollar-for-dollar.

QPIP (Quebec Parental Insurance Plan) funds maternity, paternity, parental, and adoption benefits separately from the federal EI program. Quebec opted out of the federal EI parental benefits program in 2006 to provide more generous and flexible coverage. The 2026 employee QPIP rate is 0.430% on earnings up to $103,000 MIE. Employers pay 0.602%. Because QPIP covers parental insurance, Quebec employees pay a reduced EI rate of 1.30% (vs 1.63% in the rest of Canada).

CPP and QPP are parallel plans. Apply the relevant province-of-employment and plan-coverage rules to determine the deduction. A remote employee’s home address or a move alone does not necessarily change the payroll province. Check the CRA and Revenu Quebec rules before changing CPP/QPP configuration.

The 2026 Quebec EI rate for employees is 1.30% on insurable earnings up to $68,900 MIE. This is lower than the 1.63% rate that applies in the rest of Canada because Quebec's QPIP program covers parental insurance separately. Employers pay 1.4× the employee rate. The combined QPIP + reduced EI gives Quebec employees broadly similar total coverage to rest-of-Canada employees, just split across two programs.

QPP2 is the second-tier Quebec Pension Plan contribution that applies on earnings between the YMPE ($74,600) and YAMPE ($85,000) for 2026. The rate is 4% for both employee and employer. QPP2 mirrors federal CPP2 and was introduced as part of the QPP enhancement starting January 2024.
